Scoutmaster Conferences and Boards of Review
- A scout should ask for a Scoutmaster conference as soon as he has completed (and been signed off on) all but
these three requirements for the rank: Scout Spirit, Scoutmaster Conference, and Board of Review.
Do not wait until just before a Court of Honor.
- While all other rank requirements can be completed in any order, a Scoutmaster's Conference MUST happen before
a scout can even schedule a Board of Review.
- The Scoutmaster Conference does not need to happen the night of a meeting; it can occur on a weekend or other
time if convenient for both parties.
- The Scoutmaster will signs off the "Scout Spirit" requirement as a part of the Scoutmaster Conference (assuming
the scout has earned it).

During the Conference, the Scoutmaster will provide the scout with the list of names of scouts and adults approved
by the committee for Boards of Review.
- To set up a Board of Review, it is best if a scout talks to people in person to ask them to participate. Older
scouts are honored to be asked and adults want the scout to be successful. So, people will usually readily agree.
Setting up a common time can be the challenging part. It is best if a scout
telephones the people he wants to participate if he is unable to speak with them at a meeting. Relying on
email may mean some messages are not read soon enough and the scout can become discouraged.
- Also, Boards of Review can happen at any agreed-upon time. Many are held immediately after a Troop meetings but
some have occurred, and many are conducted during troop trips, and many occur at the scout's house on weekends.
Note: if a meeting happens at a scout's home (for Tenderfoot through First Class), at least one other adult (e.g.,
the scout's parent) must be home during the Board of Review.
- When a Board of Review is complete; it is the scout's responsibility to provide the Advancement Chairperson
with a photocopy of the signed rank pages -- hard copy of E-mail scanned copy. Please be sure the dates are
legible, and write the scout's name on the pages before passing them in.
- As soon as a scout has completed a Board of Review he has earned the rank, even though the patch will not be
issued until the next court of honor; at the completion of a Board of Review he has the rank for all intents and
purposes. For scouts achieving the Tenderfoot rank, this means he can move to the outer circle during regular
meeting closings, and First Class scouts can be elected or appointed to Greenbar.
